1. Overview

F-5-11 Exceptional Ability Permanent Residency is for foreigners with outstanding ability in science & technology, business management, education, culture & arts, or sports, as recognized by the Minister of Justice. This pathway does not require long-term prior residence and is based on demonstrated national contribution or excellence in a specific field.

2. Eligibility Requirements

  • Recognized outstanding ability in one of the following fields: science & technology, business management, education, culture & arts, sports
  • Endorsed or recommended by a relevant government ministry or agency
  • No criminal record
  • No minimum stay period (exceptional cases may qualify without long-term residence)

3. Required Documents

  • Application form (Form 34)
  • Passport
  • Proof of exceptional ability: awards, patents, major achievements, media coverage, official endorsement letter
  • Letter of recommendation from relevant government ministry
  • No-criminal-record certificate
